Did you watch Drunk & Dangerous (4th February 2004) - Two police officers
were restraining a drunken male but one of the offices decided to use his
baton against the drunken male as a punishment for his behaviour and not to
restore order. I believe the police officer was illegally using his baton
and I would like to know where I can find information about the use of such
weapon.

Please help

The rules re use of the baton is the same as any other restraintive device.
What do you actually want to know? I didn't see the programme so cannot
comment on your observation.

The force used, whichever implement used, has to be 'reasonable'.
